The root of the charges brought by Kym L. Worthy, Wayne County prosecutor, originated when two former police officers alleged they were canned for investigating Kilpatrick's use of his security detail to shield extramarital affairs. While under oath, Kilpatrick and his chief of staff Christine L. Beatty denied having a romantic relationship.

The Detroit Free Press later uncovered incriminating text messages from Kilpatrick's government-issued blackberry. In one exchange, Kilpatrick says, "I'm madly in love with you."

Beatty's response: "I hope you feel that way for a long time. In case you haven't noticed, I'm madly in love with you too."

The officers in the case won an $8.4 million settlement. Kilpatrick is also being accused of agreeing to the pay out in exchange for keeping the messages private.

While Kilpatrick says he has no plans of stepping down, the City council voted 8 to 1, in a non-binding vote, calling for his resignation.

As Detroit's youngest elected mayor, now 37, Kilpatrick has taken on the title of the "Hip-Hop Mayor" for his flamboyant swagger and ability to relate to the hip-hop generation.

The embattled politician, who is presently serving his second term, has been labeled one of America's worst mayor's by Time magazine, he's been attacked for leasing a city car for his wife to use, charging $210,000 to the city for entertainment, and cited for inappropriate use of the mayor's mansion --for a stripper party. To complicate matters, one stripper, who allegedly worked the party, was later murdered and the family blames Kilpatrick and his administration for covering up the crime.

Despite his past battles, Kilpatrick said he is confident that he'll overcome the present charges.

"This is the first step in a process I believe in," Kilpatrick said in today's press conference, in which he took no questions. "I look forward to complete exoneration."

Worthy's office filed 12 counts against Kilpatrick and Beatty. They are expected to turn themselves into authorities tomorrow. If convicted, Kilpatrick could face up to 15 years.
